No fiscal implication to the State is anticipated.

The bill would require the board of trustees of Dallas ISD to order elections for the following propositions: establishing non-voting student trustee position on the board of trustees; establishing a redistricting commission; compensating trustees equal to the average salary of teachers in the district who hold a bachelor's degree; changing the terms of office of trustees from three to four years; changing the date on which the district holds its general election for trustees to the November uniform election date; changing the board vote requirement by which a superintendent may be considered for nonrenewal to a two-thirds vote; and beginning instruction for students for a school year on a date before the fourth Monday in August.

Local Government Impact

Dallas ISD reports that, if approved by voters, the Home Rule Charter Commission would cost an estimated $247,000, and legal fees for redistricting would cost an estimated $287,000. Additional elections would cost $280,000; however, this cost could be minimized by holding the elections on a uniform election date.

The average Dallas ISD teacher's salary in fiscal year 2015 was $53,222. If voters approved the trustee compensation ballot option, the estimated cost of compensation for nine board members would be $478,998 per year.
