No fiscal implication to the State is anticipated.
The provisions of the bill would apply only to Texhoma ISD. Under current law, the district benefits from the sparsity adjustment under the Foundation School Program (FSP) on the basis of having average daily attendance of more than 90 students. The provision added by the bill would enable the district to continue to receive the sparsity adjustment if average daily attendance declined to a count of less than 90 but still exceeded 75 in the future. Since the district is currently projected to have more than 90 students in average daily attendance for each year from fiscal year 2016 through fiscal year 2020 and would qualify for the sparsity adjustment in each year under current law, the bill would have no fiscal implications for the state.
Local Government Impact
No fiscal implication to units of local government are anticipated. The bill would apply only to Texhoma ISD. The district is currently projected to have more than 90 students in average daily attendance for each year from fiscal year 2016 through fiscal year 2020 and would qualify for the FSP sparsity adjustment in each year under current law. Accordingly, the provisions of the bill are estimated to have no fiscal implications relative to current law for the district.
