No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to prohibit a municipality from holding an election proposed by a petition or approving a petition requesting the repeal or enactment of an ordinance if the repeal or enactment would restrict the right of a person to use or access the person's private property that would limit the use of real property for economic gain. A person whose rights are affected by this violation may sue for injunctive relief to enforce this section.
