LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 29, 2015

TO:
Honorable Geanie Morrison, Chair, House Committee on Environmental Regulation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2598 by Kuempel (relating to the consideration of steel slag as solid waste by the Texas Commission on Environmental Quality.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would exempt steel slag from regulation as a waste if the steel slag is generated as an intended output from an electric arc furnace, is sold and distributed in the stream of commerce for consumption, use, or further processing into a commodity, and is managed as an item of commercial value in a controlled manner and not as a discarded material or in a manner constituting disposal.

The Commission on Environmental Quality does not expect passage of the bill to result in a significant fiscal impact to the agency.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
