No significant fiscal implication to the State is anticipated.

The bill would exclude steel slag from regulation as a solid waste.
 
Although passage of the bill would not result in a significant additional workload to the Texas Commission on Environmental Quality (TCEQ), the TCEQ reports that because the bill would exempt all steel slag from regulation, and not be limited to nonhazardous waste, the bill would create law in conflict with federal law, which could threaten the state's Resource Conservation and Recovery Act (RCRA) delegation. This estimate assumes that any resulting loss in Federal Funds would be offset by a reduction in RCRA-related activities required of the TCEQ.
