No significant fiscal implication to the State is anticipated.
The bill would amend the Occupations Code relating to the voluntary certification of roofing companies by the Texas Department of Licensing and Regulation (TDLR). The bill would require TDLR to create a voluntary certification program for roofing companies. Under provisions of the bill, a roofing company that is issued a certificate by TDLR may then advertise that the company is certified by the state.
According to information provided by TDLR, the fiscal impact of the bill cannot be estimated as neither the workload or revenue can be predicted for this voluntary certification. The bill authorizes TDLR to establish reasonable and necessary fees sufficient to operate the administration of the certification program. This analysis assumes that any increased costs to the agency, which is statutorily required to generate sufficient revenue to cover its costs of operation, would be offset by an increase in fee generated revenue.
The bill would take effect September 1, 2015.
