No significant fiscal implication to the State is anticipated.

The bill would require that the Department of State Health Services (DSHS), in collaboration with the Health and Human Services Commission (HHSC) develop a strategic plan to significantly reduce morbidity and mortality from chronic respiratory diseases such as asthma and chronic obstructive pulmonary disease. The bill authorizes DSHS to convene workgroups as necessary; membership requirements are specified. The bill would require that DSHS deliver the strategic plan to the legislature and the governor by December 31, 2016, and the legislation would expire on January 1, 2017.
