No fiscal implication to the State is anticipated.

The bill would amend the Election Code to require certain petitions to be filed by the later date of 90 days after final passage of the ordinance or 90 days after being published. The bill would require a city secretary to verify the signatures of the petition and state the specific grounds invalidating any signature. If a petition is refiled, a city secretary may not invalidate the petition on the same grounds that existed initially but were not raised during the initial determination or due to the petition not containing certain information that the municipality's petition form failed to provide. The bill would require a municipality to make a petition form available on its website.
