No significant fiscal implication to the State is anticipated.

The bill would allow a district to assign a teacher certified for English as a second language (ESL) to a bilingual program for the school year if the Commissioner of Education determined that there was a shortage of certified bilingual education teachers for the school year and a certified bilingual teacher was not reasonably available to the district. The bill would allow the use of the bilingual or special language allotment to pay teacher salaries.

The Texas Education Agency anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.
