No significant fiscal implication to the State is anticipated.
The bill would require the Texas Department of Criminal Justice (TDCJ) to appoint an advisory committee to review, study, make recommendations, and report on certain issues, as described in the bill, related to community supervision and corrections departments. Under the provisions of the bill, TDCJ would determine the size and composition of the advisory committee within specified parameters, and the committee members are not entitled to reimbursement for expenses. TDCJ anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.
The bill would take effect immediately upon receiving a two-thirds majority vote in each house, otherwise the bill would take effect September 1, 2015. The bill requires the advisory committee to be abolished January 1, 2017.
