No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to establish an electronic financial record matching program to verify assets of certain applicants and recipients of Medicaid no later than January 1, 2016. The bill would direct HHSC to request any federal waiver or authorization necessary to implement the provisions of the bill and authorizes the agency to delay implementation of any provision until such waiver or authorization is granted.
 
Based on the analysis provided by HHSC, federal law requires an asset verification system and HHSC anticipates statewide implementation of the system to occur in fiscal year 2015; therefore, it is assumed that the provisions of the bill can be implemented within existing resources.
