The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Fiscal Analysis

The bill would require the Texas Education Agency (TEA) to develop and maintain an Internet website, separate from the agency's website, for public access to school district and campus reports, notices, and other information required by law to be published. The bill would require TEA to create a web page for each school district.  

Publications on the TEA clearinghouse would fulfill legal publishing requirements for school districts and campuses.
 
The bill would take effect immediately if passed with the necessary voting margins, or September 1, 2015.

Methodology

The estimated one-time cost for TEA to develop a separate Internet clearinghouse website is $1,386,808 in FY 2016. One new Systems Analyst V full-time equivalent (FTE) position would be required to maintain the Internet clearinghouse, provide district training, and provide other technical assistance at a cost of $86,198 annually.  

Technology

The estimated cost to develop a separate Internet clearinghouse for school districts and campuses to post any reports, notices, or other information required to be published is $1,386,808 in FY 2016.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
