No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code relating to regulation of certain conduct by discount health care program operators, or concerning discount health care programs, that relates to prescription drugs or prescription drug benefits; authorizing administrative and civil penalties.

Based on information provided by the Texas Department of Insurance, Employees Retirement System, University of Texas System Administration, Texas A&M University System Administration, and the Teacher Retirement System, it is assumed that all duties and responsibilities necessary to implement the provisions of the bill could be accomplished utilizing existing staff and resources.

The bill would take effect September 1, 2015.

No fiscal implication to units of local government is anticipated.
