FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 14, 2015

TO:
Honorable Gary Elkins, Chair, House Committee on Government Transparency & Operation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3041 by White, Molly (Relating to posting certain fiscal analysis documents of counties and municipalities on the Internet.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to require certain fiscal impact documents to be posted on a county or municipal website if the entity maintains an Internet website. The bill provides a definition for "fiscal impact document".

Local Government Impact

There would be costs to a county or municipality depending on a variety of factors including the number of applicable fiscal impact documents created by a county or municipality and the resources of each county or municipality.

Bexar County reported in Fiscal Year (FY) 2013-2014, the County wrote an estimated 650 documents that would be applicable under the provisions of the bill. In order to meet the requirements of the bill, Bexar County would need to hire one additional position to assist with the posting of the documents on the Internet.
