No significant fiscal implication to the State is anticipated.
The bill would create the multi-stakeholder advisory committee on health literacy, charged with establishing a definition of health literacy, examining the impact of low health literacy on health care cost and quality outcomes, and developing policy recommendations and submitting a report to the Texas Institute of Health Care Quality and Efficiency. The bill would require the advisory committee to be composed of employees at the Health and Human Services Commission, the Department of Aging and Disability Services, the Department of State Health Services, the Employees Retirement System, the Teacher Retirement System, each system of higher education, and the Texas Department of Insurance. The bill would abolish the advisory committee on September 1, 2017. It is assumed that the provisions of the bill can be implemented within existing resources at each agency.
