HB3151 by Smith (Relating to the licensing and regulation of pilots in certain ports.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to permit the Board of Pilot Commissioners for Harris County to subpoena witnesses and file suit to enforce a subpoena. The bill would specify in judicial proceedings for review of a Board decision, judicial review would be by trail de novo.  The bill would amend provisions regarding Board hearings to determine pilotage rates, and clarify that judicial review of the Board's decision would be by trial de novo. 

The Office of Court Administration reported no significant fiscal impact to the state court system is anticipated.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
