FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 19, 2015

TO:
Honorable Jodie Laubenberg, Chair, House Committee on Elections

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3178 by Schofield (Relating to the assistance of a voter; creating a criminal offense.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Election Code to modify the procedures of the assistance of a voter. The bill would create an offense of a person who is not an election officer that solicits voters to provide voting assistance. An offense would be punishable as a Class A misdemeanor.

Local Government Impact

A Class A misdemeanor is punishable by a fine of not more than $4,000, confinement in jail for a term not to exceed one year, or both. Costs associated with enforcement, prosecution and confinement could likely be absorbed within existing resources. Revenue gain from fines imposed and collected is not anticipated to have a significant fiscal implication.
