LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

March 23, 2015

TO:
Honorable Myra Crownover, Chair, House Committee on Public Health

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3332 by Clardy (Relating to the authority of certain public hospitals to construct certain facilities and to provide certain services.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to permit certain public hospitals to construct and operate a hospital project anywhere in the state as long as it is consistent with purpose of the project and the project is a legitimate public purpose of the issuer. The bill would add "nursing facilities, assisted living facilities and multiunit senior housing facilities" to the list of projects that a hospital is permitted to construct as a hospital project.

Local Government Impact

There could be costs to a local governmental entity that chose to establish a hospital project. However, it is assumed that a hospital would establish a project only if sufficient funds were available or it would not result in a negative fiscal impact; therefore, no significant fiscal impact is anticipated.
