LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 22, 2015

TO:
Honorable Byron Cook, Chair, House Committee on State Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3429 by Lozano (Relating to the establishment of an unmanned aircraft program in the office of the governor.), As Introduced

The fiscal implications of the bill cannot be determined at this time due to the number of unknown variables such as the number of grant requests and the value of grants.

The bill would amend Government Code to establish an Unmanned Aircraft Program requiring the Office of the Governor to acquire and provide unmanned aircraft to state agencies.

The Office of the Governor and LBB analysis has determined the following variables related to the bill provisions are unknown:

(1) The number of grants that would be awarded;

(2) The specifications and number of unmanned aircraft required;

(3) The unmanned aircraft operator requirements; and

(4) The legal implications and associated costs of the program.

There could be an indeterminate fiscal impact to the state depending upon the number of grants and unmanned aircraft that would be made available.

The bill would take effect September 1, 2015.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
