No significant fiscal implication to the State is anticipated.
The bill would establish a joint interim committee to study certain aspects of TRS-ActiveCare, the health benefits program for public school employees managed by the Teacher Retirement System of Texas (TRS). The committee would be composed of six members each of the Senate and the House of Representatives. The committee study would specifically assess the impact of allowing participating entities to opt out, and the impact of allowing previously participating entities back into the program. The committee would also study the impact of establishing a regional rating method for determining premiums charged in different regions of the state for TRS-ActiveCare. The committee would be required to report its findings and recommendations by January 1, 2017, and the committee would be abolished September 1, 2017.
According to TRS, the bill would have no significant fiscal impact.
