No fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to permit certain municipalities that do not have territory that is part of a regional transportation authority to be added to the territory of a regional transportation authority if certain conditions are met, including a majority approval in an election on the proposition. The bill would permit an executive committee and governing body of a municipality to enter into an agreement relating to the admission of the territory to the territory of the regional transportation authority provided the admission is delayed until certain conditions are met. 

Local Government Impact

There would be a fiscal impact to local governments associated with an election; however, those costs would vary by locality and are not anticipated to be significant.
 
Based on costs reported to the Secretary of State in 2014 by a sampling of counties, municipalities, and special districts, the average cost incurred by a local governmental entity for an election held is $1.70 per registered voter.
