IN RE:
HB3657 by Blanco (Relating to a study of the use of regional rating for health coverage provided under the uniform group coverage program for certain active school employees and their dependents.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would require the Teacher Retirement System of Texas (TRS) to conduct a study of the benefits and disadvantages of establishing a regional rating method for determining premiums charged in different regions of the state for TRS-ActiveCare, a health benefit plan managed by TRS that is available to employees of public school districts and charter schools. The bill also requires TRS to report to the Governor and the legislature by December 1, 2016 with recommendations for legislation. The bill would take effect on September 1, 2015, and the provisions of the bill would expire September 1, 2017.
TRS indicates that any costs involved in conducting the study could be absorbed with existing resources.
Local Government Impact
No fiscal implication to units of local government is anticipated.
