No significant fiscal implication to the Department of Public Safety is anticipated.
The bill could provide an indeterminate revenue gain to DPS.
The bill would amend the Government Code to require the Department of Public Safety to develop a statewide motor vehicle registration program to prevent transnational motor vehicle theft, provided the legislature provides by general law for the implementation of the program. The bill would allow DPS to impose a registration fee in an amount sufficient to recover the cost of administrating the program.
It is assumed that implementing the provisions of the bill could be absorbed within existing agency resources. The revenues generated by the fee authorized by the bill would depend on whether the additional legislation to implement the program is enacted; the amount of the fee; and the number of individuals paying the fee. These factors cannot be determined.
