FROM:

IN RE:
HB3748 by Farney (Relating to the coordination of educational support services for and information regarding students who are currently or were formerly placed in foster care.), As Engrossed

No significant fiscal implication to the State is anticipated.

This bill is related to the coordination of educational support services for and information regarding students who are currently or were formerly placed in foster care.

The bill would require the Texas Education Agency (TEA) to designate at least one employee to act as a liaison regarding educational issues related to students in the conservatorship of the Department of Family and Protective Services (DFPS).

The bill would require each Texas institution of higher education to designate a liaison for current and incoming students formerly in DFPS conservatorship. A memorandum of understanding between DFPS and the Higher Education Coordinating Board (THECB) would be required to exchange student information to evaluate educational outcomes for students formerly in foster care.

The Department of Family and Protective Services does not anticipate any significant fiscal impacts as a result of complying with the provisions of the bill. TEA and THECB report no direct fiscal implications resulting from the provisions of the bill. Texas institutes of higher education and community colleges report that implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
