No significant fiscal implication to the State is anticipated.
The bill would require the State Office of Risk Management (SORM) to use information provided by the Legislative Budget Board (LBB) on statewide real property holdings to conduct an interim study on insurable state assets. SORM would use the study to develop a statewide strategy to ensure that all real property owned by the state is adequately insured.
In collecting information about state real property holdings, LBB would be required to coordinate with SORM, the Texas Comptroller of Public Accounts (CPA), the State Auditor's Office (SAO), the General Land Office (GLO), and the Texas Facilities Commission (TFC). The bill would require LBB to collect comprehensive data on state-owned properties. The bill requires LBB to provide the information it collects to SORM by a date prescribed by SORM. By January 1, 2016, SORM would have to compile the information into a single database that is accessible to the legislature and all state agencies.
For the purposes of this fiscal note, it is assumed that LBB would collaborate with SORM to survey all state agencies, including institutions of higher education, about their real property holdings. It is assumed that each agency would respond with information on properties owned by that agency, but that no additional analysis would be required in the event that requested data was unavailable. It is assumed that costs associated with the requirements of the bill would not be significant and could be absorbed within agency resources.
The bill would have immediate effect if it received a two-thirds vote of all members of the House and Senate on final passage. Otherwise, it would take effect September 1, 2015.
