FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 5, 2015

TO:
Honorable Rafael Anchia, Chair, House Committee on International Trade & Intergovernmental Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3769 by Fletcher (Relating to the funding of certain transportation projects.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to designate as priority corridors highways that have international importance and to prioritize projects in these corridors over other projects for the use of TxDOT resources and funding. The bill would amend Section 222.1075 to add "a municipality containing an inland port" to the definition of a port authority, and to add "inland port" to the definition of a port project. The bill would authorize a port commission to designate a transportation reinvestment zone for a project located outside its boundaries under certain circumstances.

Based on the information provided by TxDOT, it is assumed implementation of the bill would not result in a significant fiscal impact to the state.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
