April 13, 2015

TO:
Honorable Harold V. Dutton, Jr., Chair, House Committee on Juvenile Justice & Family Issues

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3830 by Canales (Relating to the participation of students under the supervision of the Texas Department of Juvenile Justice in University Interscholastic League athletic activities.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the University Interscholastic League (UIL) to allow students receiving education services under the supervision of the Texas Juvenile Justice Department (TJJD) to participate in athletic activities in same manner as public school students. The bill would require the UIL to enter into a memorandum of understanding with the TJJD pertaining to provisions of the bill.

The bill would have no direct fiscal implications for the operations of the Texas Education Agency (TEA).  Based on the analysis of TJJD and the University of Texas System, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
