No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to require a hospital to provide a patient the opportunity to designate a caregiver. Under the provisions of the bill, a hospital would be required to document or record if the patient named a caregiver, the caregiver's information, and request written authorization from the caregiver. The bill would require a hospital to provide notification to a caregiver of a patient's transfer or discharge and provide a discharge plan and designated caregiver after care instruction. The bill would sets forth documentation requirements of a hospital. The bill would require the executive commissioner of the Health and Human Services Commission to adopt rules necessary to implement the chapter.

The Health and Human Services Commission and the Department of State Health Services anticipate any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.
