LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 13, 2015

TO:
Honorable Jim Keffer, Chair, House Committee on Natural Resources

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3947 by King, Tracy O. (Relating to county fee imposed on operators of oil and gas waste disposal wells.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to permit a commissioners court to impose a fee on each operator of an oil and gas waste disposal well located in the county. Under the provisions of the bill, the funds collected would be deposited into the county's general fund, only to be used for maintaining county roads that suffer deterioration caused by oil and gas waste disposal activities.

Local Government Impact

The amount of revenue would vary by county depending if the county imposed a fee, the amount of the fee imposed and the number of oil and gas waste disposal wells located in the county.

According to the Railroad Commission, Texas has more than 50,000 permitted oil and gas injection and disposal wells.
