No significant fiscal implication to the State is anticipated.
The bill would create the Animal Welfare Commission (Commission) to study and provide recommendations to the Legislature regarding certain animal welfare issues. Membership of the Commission would include three appointees by the Governor, the Lieutenant Governor, the Speaker of the House, the Commissioner of State Health Services, Executive Director of the Animal Health Commission, and the Executive Director of the Parks and Wildlife Department, or their designees. Members would not be eligible for reimbursement or compensation. The bill would require the Comptroller of Public Accounts or any agency, department, or offices to provide assistance to the Commission as requested.
The bill would require the Commission to submit a report with any recommendations or proposed legislation by January 1, 2017. The Commission would be abolished on June 1, 2017.
Based on information provided by the Comptroller of Public Accounts, this analysis assumes that the duties and responsibilities of implementing the provisions of the bill by all affected agencies could be accomplished by utilizing existing resources.
