No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 161 of the Human Resources Code to require the Health and Human Services Commission (HHSC) to adopt rules regarding a process for the Department of Aging and Disability Services (DADS) to provide notice in certain circumstances about the presence of a group home to the neighborhood in which the group home is located. The bill would require that the process be developed by HHSC and DADS in collaboration with certain advocacy groups. HHSC indicates that the provisions of the bill could be implemented within existing resources. DADS indicates there would be a minimal cost to track certain information about group homes and manage the notification process. In addition, DADS indicates there would be a minimal cost for system modifications. It is assumed that these costs could be reasonably absorbed by the agency.
