LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

May 13, 2015

TO:
Honorable Kevin Eltife, Chair, Senate Committee on Business & Commerce

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB4011 by Martinez Fischer (Relating to reporting and monitoring requirements related to fire protection sprinkler systems in residential high-rise buildings.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require certain local governments in collaboration with their fire departments to coordinate to submit to the State Fire Marshall a report on residential high-rise buildings that are not fully equipped with a fire protection sprinkler in good working order. The bill would permit the State Fire Marshall to conduct inspections or further investigations and monitor  a plan submitted. The bill would require the State Fire Marshall to prepare and submit a report electronically to the Governor, Lieutenant Governor, and Legislature on the information collected on proposed plans and any other recommendations.

The Texas Department of Insurance anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.

Local Government Impact

There would be costs associated with the provisions of the bill. These costs would vary on a variety of factors including the size of a local government entity's jurisdiction, the number of residential high-rise buildings to be reported and the resources of a local governmental entity.
