HB4011 by Martinez Fischer (Relating to reporting and monitoring of residential high-rise buildings without fire protection sprinkler systems.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require local governments and fire departments to coordinate to submit to the State Fire Marshall a report relating to the fire protection sprinkler system of certain residential high-rise buildings. The bill would permit the State Fire Marshall to conduct inspections or further investigations and consult with local governments on action plans and best practices. The bill would require the State Fire Marshall to prepare and submit a report to the Legislature on the information collected on proposed plans and any other recommendations.

The Texas Department of Insurance  anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.

Local Government Impact

There would be costs associated with the provisions of the bill. These costs would vary on a variety of factors including the size of a local government entity's jurisdiction, the number of residential high-rise buildings to be reported and the resources of a local governmental entity.

The City of Waco reported costs to implement the provisions of the bill would include an additional staff member, an additional vehicle and various other supplies.
