No significant fiscal implication to the State is anticipated, other than the cost of publication.
The cost to the state for publication of the resolution is $118,681.
The resolution would propose a constitutional amendment to Article III of the Texas Constitution to authorize the legislature to authorize the creation of emergency response districts and provide districts the authority to impose a tax and issue bonds, if the proposed tax is adopted by the voters.
The proposed amendment would provide for certain publication and reporting requirements before an emergency response district may be created or substantively amended by local law. Department of Public Safety would be required to file its recommendation with the Governor, Lieutenant Governor, and Speaker of the House of Representatives not later that 30 days after the date the notice is received. DPS anticipates that any costs associated with the provisions of the bill can be absorbed within current agency resources.
The proposed amendment would be submitted to voters at an election to be held on November 3, 2015.
