No significant fiscal implication to the State is anticipated.
The bill would require the Texas Education Agency (TEA) to conduct a study to examine the costs of educating students of limited English proficiency (LEP). The study would be required to determine if the bilingual education allotment was adequate for meeting the educational needs of LEP students; what adjustment would be required to provide adequate funding if the bilingual allotment was determined to be inadequate; and whether the costs would vary by grade level.
The bill would require TEA to submit a report of the results of the study to each standing legislative committee with primary jurisdiction over primary and secondary education by January 1, 2016.
The agency estimates there would be a minimal cost associated with implementing the provisions of the bill.
