No significant fiscal implication to the State is anticipated.

The bill would amend the Occupations Code to require an individual selling material to a recycling entity to present certain identifying information; define acceptable methods of payment for recycled material; and authorize the Department of Public Safety (DPS) to impose an administrative penalty not to exceed $1,000 per day for failing to furnish required information to DPS. The Comptroller has indicated that because the bill would be permissive concerning the imposition of the new administrative penalty, the amount of penalty fee revenue cannot be determined. 

It is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing resources.
