No significant fiscal implication to the State is anticipated.

The bill would amend various statutory provisions relating to health plan and health benefit plan coverage for abortions, including qualified health plans offered through a health benefit exchange.

The Department of Insurance anticipates no additional workload or resources to implement the bill. The Employees Retirement System and the UT System Administration have indicated that any additional costs would be absorbed within existing resources. The Texas A&M University System Administration has indicated that no significant fiscal impact is expected. The Teacher Retirement System indicated that the bill would have no significant fiscal impact on the two health care plans administered by TRS.

The bill would go into effect on September 1, 2015 and would apply to health insurance plans issue on or after January 1, 2016.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
