The bill would amend the Civil Practice and Remedies Code, regarding the publication of a newspaper or other periodical that is privileged and not grounds for a libel action. According to the Office of Court Administration, the bill provisions are not anticipated to have a significant fiscal implication on the workloads of the judiciary.
The bill would take immediate effect if it receives two-thirds the vote of all members in each house. Otherwise, the bill would take effect September 1, 2015.
