No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 14 of the Alcoholic Beverage Code, regarding distiller's and rectifier's permits.
The bill would remove the requirement that a distiller's and rectifier's permit holder must be located in a wet area to collect a fee for samples and sell distilled spirits to an ultimate consumer under Sections 14.04 or 14.05. The bill would add provisions specifying the ballot language required to have been approved in the area where the permit holder is located in order for them to sell to ultimate consumers for both on-premise and off-premise consumption.
The bill would take effect September 1, 2015.
