The bill would make the control files of a school district financial database subject to open records requests. 

Local Government Impact

Based on the analysis of the Texas Education Agency, school districts may be required to renegotiate license agreements if the database structure is considered proprietary by the vendor. Administrative costs may vary depending on the availability of the structure of the database to the district. Many districts with vendor-provided software would not know the database structure and would require cooperation from the vendor. The vendor license agreement may not allow for the disclosure of the database structure or the vendor could charge fees to the district to provide this information.
