No significant fiscal implication to the State is anticipated.

The bill would provide a volume-based exemption from the reporting requirements for accidental discharges or spills. The bill would provide that single accidental discharges or spills at wastewater treatment facilities or collection facilities do not have to be reported to the Texas Commission on Environmental Quality (TCEQ) under certain circumstances. The bill would require that individuals submit monthly summaries of accidental discharges that are exempt from the reporting requirement. The bill would require TCEQ to adopt rules to establish standard methods for calculating the volume of an accidental discharge or spill, and require individuals to use those standards to determine whether a spill would be exempted from reporting requirements. The bill would require the TCEQ to adopt rules necessary to implement the provisions of the bill by June 1, 2016.   

Passage of the bill is not expected to have a significant impact on TCEQ's workload.
