No significant fiscal implication to the State is anticipated.
The bill would amend the Occupations Code relating to the practices and professions regulated by the Texas Appraiser Licensing and Certification Board; requiring an occupational license; imposing fees.
The bill would amend Section 1103.06 of the Occupations Code to add the Texas Appraiser Licensing and Certification Board (Real Estate Commission) to the Sunset review schedule for fiscal year 2019. The bill would also amend Chapter 1103 of the Occupations Code to require any applicant for a certificate or license or renewal of an unexpired certificate or license to submit a complete and legible set of fingerprints for the purpose of obtaining criminal history record information from the Department of Public Safety (DPS) or the Federal Bureau of Investigation. The bill further authorizes DPS to collect from each applicant the costs incurred by DPS in conducting the criminal history check. Based on information provided by DPS, the amounts collected for criminal history background checks as a result of the requirements of the bill would result in an insignificant increase in revenues to the General Revenue Fund.
Additionally, based on information provided by the Sunset Advisory Commission, State Office of Administrative Hearings, Real Estate Commission, Department of Public Safety, Comptroller of Public Accounts, and Sunset Advisory Commission, it is assumed that all duties and responsibilities necessary to implement the provisions of the bill could be accomplished utilizing existing staff and resources.
