No significant fiscal implication to the State is anticipated.
The bill would amend the Election Code to specify certain cancellations of an application for a ballot to be voted by mail do not cancel the application for subsequent elections which the same application applies. The bill would also allow applicants who submit an application to vote by mail in a November general election of an odd numbered year to received all ballots in an even number year for the same application. The bill would also require the Secretary of State, by rule, to redesign the official carrier envelope for certain criteria.
The Secretary of State indicates that any costs associated with the bill could be absorbed within the agency's existing resources.
The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2015.
