SB1101 by Eltife (Relating to the authority to determine the supply of groundwater in certain regional water plans.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code to authorize a regional planning group to make determinations regarding the supply of groundwater for regional planning purposes if no groundwater conservation districts exist in the area. Under provisions of the bill, Texas Water Development Board (TWDB) would be required to review and approve that the groundwater supply is physically compatible with certain desired future conditions. The bill would require regional water plans to consider the potential impacts on public health, safety, and welfare in the state. TWDB reported no significant impact is anticipated.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
