No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code as it relates to diagnostic testing during pregnancy and after birth. The bill would require that a test for syphilis be performed during the third trimester of a pregnancy. The bill would also remove the requirement for the test at the time of labor and delivery if records indicate that the test was performed during the third trimester. The Department of State Health Services (DSHS) would be required to submit a biennial report of congenital syphilis data to the legislature. It is assumed that DSHS and the Texas Medical Board could absorb any costs to implement the legislation within current resources.
