SB1129 by Zaffirini (Relating to the transportation of a person with a mental illness.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code by requiring that if a patient with a mental illness is restrained during transportation to a state hospital, the Department of State Health Services (DSHS) shall ensure the method of restraint permits the patient to sit in an upright position without undue difficulty, except in cases where the patient is transported by an ambulance. DSHS indicates the bill could be implemented within existing resources.
