No significant fiscal implication to the State is anticipated.
The bill would require the Texas Education Agency (TEA) to conduct an interim study regarding the implementation of an education savings account program (ESAP).
The bill would require the agency to consult with stakeholders and national subject matter experts including individuals who have assisted in implementing similar programs at other states.
The bill would require the agency to submit a report on the study findings no later than November 1, 2016. The agency would be required to submit the report to the lieutenant governor, speaker of the house of representatives, and members of the legislature. The report would be required to include any recommendations for implementing the ESAP from individuals who have assisted in implementing similar programs in other states.
The agency estimates there would be a minimal cost associated with implementing the provisions of the bill.
