No significant fiscal implication to the State is anticipated.
The bill would amend the Transportation Code to authorize the commissioners courts of counties and governing bodies of municipalities that participate in a regional mobility authority to request an audit of the authority by the State Auditor with a resolution approved by a majority of the members of each of the commissioners courts or governing bodies. Based on information provided by the State Auditor's Office, duties and responsibilities associated with implementing this provision of the bill could be accomplished utilizing existing resources.
The bill would also amend the Transportation Code to permit an alternative composition of the board of directors of a regional mobility authority. The bill would permit a board of directors to consist of county commissioners of the counties of an authority, if authorized by a resolution approved by each of the commissioners courts. The county commissioners board of directors would be required to choose a director among the directors to serve as the presiding officer in lieu of the governor's appointee. No fiscal implication to the state is anticipated with implementing these provisions of the bill.
