No significant fiscal implication to the State is anticipated.

The bill would allow independent school districts, home-rule school districts and open-enrollment charter schools to establish innovation zones and to obtain designation as districts of innovation, subject to approval by the Commissioner of Education, pursuant to the provisions of the bill. 

Based on the analysis of the Texas Education Agency and institutions of Higher Education, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated. It is assumed that there would be costs to participate in the program, but these costs would vary and participation would be voluntary.
