No fiscal implication to the State is anticipated.
The bill amends statute pertaining to nine groundwater conservation districts, the Bexar Metropolitan Water District, and the Edwards Aquifer Authority, relating to their powers and duties, construction of laws, director election dates, and director terms of office. The bill would prohibit the Texas Commission on Environmental Quality from creating an additional groundwater conservation district in a county described in the bill until 2021.
The bill would take effect September 1, 2015.
